What Railway is
Railway deploys anything with a Dockerfile or an autodetectable runtime onto always-on containers, with a canvas-style UI that makes multi-service apps legible at a glance. Since moving onto its own hardware it has become one of the cheaper places to run persistent compute. There is no scale-to-zero by default, which means no cold starts and no free lunch: you pay for the instance whether or not anyone visits.

Railway Metal shifted the platform off rented cloud capacity onto machines Railway owns, and passed a substantial share of the saving through as lower compute prices. It is the main reason Railway is now competitive with Render and Fly on persistent container cost, rather than merely nicer to use.
